All that usually means is that he was not in a bop owned prison for yesterday's 4PM mandatory count. It should have nothing to do with his release on Thursday.
Is he being released at his end of sentence date, or is he being transferred to a half way house? If he is completely done with his prison sentence, the only way he won't be released on his end of sentence date (the date listed on the bop inmate locator) is if another jurisdiction, or ICE, has filed a detainer with the bop. If someone has, he will continue to be held in bop custody pending being picked up by them.
The inmate locator notation of "Not in bop custody" happens during the move to a HWH, on an unescorted furlough. There may be other times too, like Covid quarantine, but that is just a guess.
