Default Tulsa County Jail, sexual assault case

I'd be interested in a corrections professional's opinion about this situation. To me it looks like it might be a jail forced to accept female juveniles without the budget for physical plant to house them safely. The jail did keep them separate from adults, by sticking them in the medical unit. 23 hour lockdown.
