Utah building a new State prison it can't fill?
 
I hope this doesn't mean a shift from the state trying to shorten sentences. According to this article, Draper is about 1,000 inmates below capacity as it stands. This replacement would up that significantly.

I was thinking that, too, or looking to rent bed spaces. Cali seems to be fond of looking for room outside the state. :blah:

That would seem to make the most sense. I'm so thankful AZ doesn't house as many out of state as they used to. But the private prisons they are packing full here are awful so it doesn't much matter.
