Council of Europe reports negative remarks on the visit to Cyprus carried out by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).

In 2004, as part of its program of regular "periodic" visits, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) visited Cyprus to assess the treatment of persons deprived of their liberty in the island. The information gathered during the visit indicated that physical ill-treatment by the police remained a serious problem in Cyprus.

The Committee analyzed thoroughly to the Cypriot Foreign Ministry the negative and positive conclusions gathered during the visit to examine the situation in Cyprus, while it would send its report containing conclusions and recommendations in June 2005. The information indicated prolonged detention of foreign persons. The CPT made serious remarks on poor prison conditions, outlining the fact that foreigners were kept for long periods without trial, waiting to be deported.
The CPT reported on the improvements made in Nicosia Central Prisons, however, it laid emphasis on the fact that the problem was pending unsolved. The Committee has also visited two institutions for children with special needs, one in Nicosia and one in Paphos, expressing heir satisfaction regarding the situation there.
Cyprus Justice Ministry asked the CPT to set a written report containing its conclusions and recommendations from the visit in the island to the Cypriot Republic, so the Committee would not draw its report unilaterally. Quoting the statement of a Committee officer to the newspaper Filelefteros, foreign persons should be detained until the verification of their identities and until an aircraft would transfer them back tot heir countries. Moreover, the CPT officer mentioned the problem of illegal immigrants from Turkey that arrive through the occupied areas of Cyprus. In January, the CPT will send a report containing its conclusions and recommendations to the Cypriot Republic, while several services have until May to put their response.
