Well it's about time! Taken from the CA Youth/Adult Correctional website on impending parole reforms to be implemented over the next 2 years.
Hickman realizing that a recidivism rate of 70,000 parolees a year just isn't working for the department, they're finally making some changes.
I really like the part on a graduated sanctions instead of a one chance system plus that they'll look at a facilities population when assigning a violater back.
Looks like they're making some progress.

Strategic parole reform involves a series of program expansions to provide additional tools for law enforcement and incentives for parolees with the goal of improving public safety and providing additional safeguards for victims. There are three major areas of reform: Inmate Programming and Services; Tools for Parole Agents and Law Enforcement; and Successful Discharge from Parole.
Inmate Programming and Services
Develop educational, vocational, and treatment programming focused on improving the inmate’s ability to successfully re-integrate into the community. This component is a long-range goal, with the first step being a comprehensive review of existing programs.
Augment parole staffing conducting pre-release planning to manage all releases from prison and contract custodial facilities The expansion would occur in 2005-06.
Increase Restitution Program in work furlough facilities to improve benefits to crime victims. This is a work furlough program that begins 120 days prior to release.
Tools for Parolees, Parole Agents, and Law Enforcement:
Expand successful Preventing Parolee Crime Programs (includes STAR and PACT programs).
Explore the need to develop more gender specific programs.
Augment graduated sanctions program for electronic monitoring in 2004-05. In addition, augment halfway back facilities in 2005-06, if determined to be successful and if additional beds are needed.
Rescind “one chance to fail” limitation for graduated sanctions, allowing offenders access to appropriate programs on more than one occasion, depending on case factors.
Permit all offenders who have committed minor violations of parole, access to graduated sanctions programs.
Pilot Global Positioning Satellite surveillance program for sex offenders in coordination with law enforcement agencies. In addition, explore the possibility of adding the use of GPS as a graduated sanction for certain parole violators.
Augment Parole LEADS web-based database to improve assistance to law enforcement.
The CAL/GANG Database is a web-based database that provides law enforcement important data on violent criminal gangs.
Implement performance measures for all graduated sanctions. These measures would help us analyze each sanction's affect on parole violations, crime, institution population, and discharge. In addition, performance measures for the PPCP should continue to ensure that the State is investing in the most valuable parolee programs.
Convene advisory group consisting of victims, law enforcement and other community entities to work with the Department to implement standards and guidelines that will improve the success of parole programs.
Promoting the Successful Discharge from Parole:
Discharge parolees consistent with current law.
Develop discharge practices based on successful parole standards and develop incentives for successful parole and program participation.
Including Crime Victim Issues in Re-entry:
Assign a team of approximately 10 current employees for 18 month to help locate victims/survivors in old cases, targeting the most serious offenses first. Those would include sex offenders, domestic violence perpetrators, stalkers, and other terrorist types.
Issue a policy mandating unpaid court ordered restitution be made a Condition of Parole and update parole agent duty statements to include this function.
Issue a policy mandating that parole agents’ check for the presence of past and present restraining orders.
Revise the current victim notification policy to include releases from revocation custody time.
