I had a thought about the new changes in the BOP policy with regard to the Half Way House. It seems as if the "new policy" was designed to eliminate people going directly to the half way house in lieu of serving time within the confines of a "prison" The by-product of this policy is that inmates who were anticipating the 6 month half way house (regardless of their 10% date) have now been told they must wait for their 10% date. The half way houses will be losing business with respect to inmates who can no longer serve their "entire sentence" there. The only business they will have is from the 10% group. My husband (and many other short timers) have decided that the 10% date is not worth moving to a half way as there are a lot of requirements with that as well.
So--if all the inmates declined to go to the half way house at their 10% date--who would go?? Half way houses are in business to make MONEY--maybe hitting them in their pocketbook will motivate them to push the BOP...
Just an idea
