WHAT'S THE DIFFERENCE BETWEEN THE DOM AND TITLE 15? IS ONE MORE ACCURATE THAN THE OTHER WHEN IT COMES TO INMATE RIGHTS?

The DOM is an acronymn for Departmental Operations Manual. It is sort of like an outline for the prison system. It is a very detailed book about the department and the rules that govern it. The Title 15 is kind of like the Penal Code for the prisons. It contains all the rules and regulations (laws) that pertain to the prisons and inmates.

Both contain sections on inmate discipline, which is to be followed by the institution staff? The DOM?

Both contain sections on inmate discipline, which is to be followed by the institution staff? The DOM? They are both followed. The DOM is an general outline for all the institutions to adhere to. Given their appropriate security classifications such as Level I, Level II, etc... The Title 15 is more detailed in the rules and regulations that are based upon the DOM. I know...It's as clear as mud...How do ya think I feel? ;)
