Okay, There Has Been Lot's of Discussion Regarding Acquiring Financial Aid For Drug Conviction Persons:
1. Go to www.FAFSA.gov
2. Click on "Eligibility"
3. Click on Drug Conviction Test
4. Answer "Yes" if you have/had a felony Drug Conviction
5. Answer "No" if the Conviction hasn't been removed from your record or if you were over 18 at the time of the conviction
6. Answer "Yes" if you have completed an "ACCEPTABLE DRUG REHAB PROGRAM" (click on the words Acceptable Drug Rehab Program to see what programs are acceptable)... Listed below is a copy of the Acceptable Programs...
7. Complete the Test and You will find that if you have completed the Drug Rehab Program, it will then tell you, you qualify for financial aid and to check the box "NO" on your FAFSA application, line 31.

The only ones not eligible for the funds are those whom are still incarcerated, doing time for Drug Convictions. Those whom have been released (paroled, probation) and haven't completed a Drug Rehab Program as defined below.
All others can apply, check the box "NO" and receive financial aid for pell, grants but not Student Loans.

Now Some May Say: "How can I go to College without the Student Loans"... Easy... If you go to a community college first, which cost much less you can acquire your AA/AS degree completely. For example most states Community College is approximately $150-200 per 3 credits (1course), full time would be approximately $600-800 for 12 credits (4 courses), if you have no income, or on SSI, welfare, you would be eligible for full time free pell/grants which is approx $2400 per semester. After completing one's AA/AS, one can continue for their BS/BA by taking part-time courses within the $2400 free grants.
If there is a Will There is a Way!!!

Unfortunately, those whom are still incarcerated for Drug Related Charges must wait until becoming release or a change in the law. My personal advice would be to contact FAFSA to see what the law is, if you completed a program while incarcerated. It wouldn't hurt to ask!!!

Fortunately, those whom are incarcerated for Non-Drug Related Charges can attend College and receive Free Pell and other Grants. No Student Loans!!!

Again, the information I provided above and below come from www.FAFSA.Com. This is a Federal Law, that Mandates throughout the States. The Drug Conviction Law is NOT for Federal Prisoners Only!!!

Acceptable Drug Rehabilitation Programs

An acceptable drug rehabilitation program must include two unannounced drug tests. It must also:

Be qualified to receive funds from federal, state, or local government, or from a federally- or state-licensed insurance company
Or

Be administered or recognized by a federal, state, or local government agency or court, or a federally- or state-licensed hospital, health clinic, or medical doctor
