VISITING DAYS AND TIMES

1. Visiting days and times will be as defined in the Clackamas County Sheriff’s Office Corrections Division memorandum and directives and may be changed as the need of the Corrections Division prescribes. Visiting may be at any time, be terminated due to a disturbance within the correctional facility or inmates disruptive behavior or actions.


This information is provided so that you may more fully understand our inmate visitation policy.
The deputy on duty is expected to adhere to this policy, as are all visitors. Please do not ask the deputy to make exceptions in the enforcement of this policy, unless your situation is a justifiable emergency. If an emergency exists please read section “E” of this policy.

Thank you for your cooperation.

A. Each inmate may have up to six (6) different visitors on their visiting list. Inmates must provide the Jail with the full name, date of birth, phone number and address for each visitor on the visiting list.

1. No person(s) will be allowed to visit who are not on the list or have listed incorrectly on the visiting form.

2. A jail visiting list form will be given to each inmate when they are issued their jail inmate manual before the inmate is housing. This form must be filled out and returned to the operations Sergeant or designee for disposition.

3. Inmates will not be allowed to visit for the first 72 hours of incarceration while the operations sergeant or designee researches the inmates visitors list form.

4. Inmates may only add or delete names on their visitor list after they have been confined for 30 days and then each 30 days thereafter.
Exceptions may be made for inmates upon written request to and approval by the Jail Commander or his/her designee.

B. All regular inmates not in Disciplinary Status may have (2) two days each week designated for visiting. Inmates on Disciplinary Status will not be allowed to visit. Any disturbances caused by visitors will result in the termination of the visit. On each of these visiting days, they may have (2) two (30) thirty-minute visits. Visits will start and end on the hour and half-hour.

1. Inmates having approved visitors will be brought from their cells only once per visiting day and will be placed in the visiting room.

2. At the end of their visiting time they will returned to their cell blocks, having completed their visiting for the day.

3. It will be the responsibility of the inmate to advise all of their visitors, for a particular day. All visitors must arrive at the same time and at least (15) fifteen minutes prior to the hour of half-hour before they want to visit. Failure of a visitor to arrive on time, without proper ID, or dressed inappropriately will result in the visit being denied.
C. All visitors will be required to show photo identification except for minor children of the inmate, who will be required to posses a legal birth certificate.

1. Minor children, of inmates, who are (12) twelve years of age or older will count as one of the inmates (6) visitors. These minor children may visit without a parent or guardian present.

2. In the case of minor children, of the inmates, who are less then (12) twelve years of age must be accompanied, during their visit, by a parent or guardian over (18) eighteen years of age.
a. The parent or guardian will count as a visitor, but the minor child will not.
b. The parent or guardian will be responsible for maintaining the control of the minor child. Children who are disruptive or otherwise out of control will be told t leave the Clackamas County Jail and visiting will be terminated for that day.

3. At no time will a person under the age of (18) eighteen be allowed to visit, an inmate, unless proof can be shown that the visiting minor is the natural child, formal step-child or grandchild of spouse of the inmate.
a. Natural children and grandchildren, of the inmates, must have a copy of their birth certificate. Formal stepchildren must have a copy of their birth certificate along with their parent presenting photo identification.
b. Minors who are married to an inmate must show photo identification and a marriage license as proof before visiting will be allowed.

MCDC is a 676-bed maximum-security adult local correctional facility located in the downtown Justice Center and operated by the Multnomah County Sheriff’s Office. MCDC provides security, control, custody, and supervision of county, state and federal prisoners.
MCDC operates under comprehensive written policies and procedures governing inmate feeding, clothing, recreation, medical treatment, classification, safety, hygiene, program services, visitation, mail, and court access.

In recent years there has been a significant rise in the special housing needs at MCDC. Specifically, the workload has increased in the areas of Mental Health, Medical Transports, and Discipline Management.

If the inmate’s last name begins with M – Z, they will be allowed visits on Sunday.

Minors may visit as long as they are accompanied by a person 18 yrs or older - does not need to be their legal guardian. Minors 15 yrs and older must have valid ID - either government issued picture ID or school ID card. The minor's name must be on the visitor card.

All adult (18 or older) visitors must present picture identification such as a valid driver’s license or state identification card. Visitors who are disruptive will be removed and may be denied future visitation privileges. Visitors who are excluded cannot visit until the exclusion expires.

MCIJ is a medium security adult (male and female) corrections facility located in Northeast Portland. With 977 jail beds as of 1999, the MCIJ staff ensures proper custody, control and supervision for county, state, and federal inmates in Multnomah County.
MCIJ operations include provisions for inmate services that incorporate and support opportunity for inmates to participate and focus on their reintegration back into the community as law abiding and tax paying citizens.

The operations and services of this Unit have increased due to the expansion of the facility, its attainment and operation of a statewide inmate transport system, inmate release center and implementation of augmented housing for inmates in need of mental health services.

Multnomah County Correctional Facility

MCCF is a 156-bed adult male correctional facility located in Troutdale, Oregon and operated by the Multnomah County Sheriff’s Office. The jail is staffed 24-hours per day by certified corrections deputies who manage the facility based on comprehensive policies and procedures.
The inmates housed in this jail are assigned to work crews (http://www.co.multnomah.or.us/sheriff/inmate_work_crews.htm). All work crew inmates arecarefully screened for the program and pose no risk to the public. Deputies supervise all inmate activities.

Sergeant Phil Anderchuk oversees the work crew program in the community while Sergeant Dennis Bryant manages support operations in the facility.

The purpose to the Multnomah County Courthouse Jail (MCHJ) Program is to provide secure housing and supervision of inmates assigned to the 70-bed Courthouse Jail, and also for over 75 inmates/day making court appearances. MCHJ provides security, control, custody and supervision of county prisoners. Activities performed by the Courthouse Jail program include clothing and feeding inmates, providing medical treatment, conducting inmate classification, providing inmate programs, visitation, mail delivery and court access. The workload is increasing due to a growing inmate population.

Visiting Rules

To be eligible for visits inmates must have completed the inmate orientation process and have been incarcerated at least five (5) days.


Inmates must submit a Visitor List which includes the full name, date of birth, address and phone number of the person(s) he or she wishes to visit. Additions to an inmate's visitor list must originate with the inmate and Corrections Staff will not make such additions.


Visitor lists are screened and eligibility for visits is either approved or denied based on the perspective visitors criminal history or conduct during prior incarcerations or visits to the Facility.


Visitors under the age of 18 must be accompanied by an adult unless legal verification of marriage to the inmate being visited is provided. Minor children of an inmate may visit when accompanied by an adult.


All visitors must provide current valid photo identification evidencing date of birth and proof of identity.


No personal belongings are allowed in the visiting areas. Please do one of the following:

Secure items in in the public vestibule lockers provided for this purpose,
Lock items in your car, or
Leave items at home.




Visitors may be subjected to searches at anytime in accordance with policy.


Visitors must wear conventional clothing which in the judgment of Facility personnel is not unduly suggestive and does not resemble inmate attire.


Adults or children creating a disturbance in the visiting area may have their visit terminated and be required to leave the Corrections Facility.


All visits with family and friends are scheduled in advanced on a "first-come, first-served" basis with a minimum of 2 hours prior notification.


Visits are limited to 30 minutes per visit. Each inmate is allowed only one visit per day and the number of visits per week depends on the inmate's classification level.

Clatsop County Jail

The Clatsop County Jail is located in downtown Astoria and incorporates the upper floor of a two story Sheriff's Office complex. The jail has been modified to house 64 inmates, a number that more than doubles the original 29 bed design of the facility when it opened in late 1980. The building also houses the Sheriff's Office and the County's Emergency Operations Center. When this facility opened, it was one of the first to rely on computer-managed fire systems, door closures and plumbing controls. The early design for this generation of technology is just slightly over 20 years old and in relatively good condition, by design and operational needs, the facility quickly became obsolete. Today, Clatsop County's needs dictate a modern, less labor-intensive design, capable of holding at least 140 inmates. In addition to the Jail, Clatsop County also operates a 12-person inmate work crew program which helps manage sanctions for an already overcrowded jail while accomplishing many important labor tasks for the community. To handle some of the critical overflow, Clatsop County also leases 15 beds a day from neighboring Tillamook County. Other programs, in partnership with the Courts and Community Corrections, are employed and being developed to deal with the overcrowding crisis.

Please keep in mind when calling the jail that only information regarding an inmate that the staff will give you is listed below. Please do not ask for court dates, if the person has money on their books, what cell they are in, etc.



OUTGOING PHONE CALLS

Inmates have access to the telephone. The calls are all collect and cost 1.91 per each connection. The connection is for 15 minutes. If the call is long distance there is additional fee.

Phones are on from 7:00 a.m. to 10:00 p.m. each day. Not all inmates will have constant access to the telephone. This will depend on their cell assignment and classification.

Inmates do not receive incoming phone calls and the jail staff does not pass messages.

All incoming mail is searched for contraband. Mail is delivered the same day that the jail receives it. You may mail photos (up to 5) No larger than 3x5 and no Polaroid’s. Letters and envelopes with drawings, tape, stickers or lipstick are not allowed and will be returned to sender. The jail will not accept mail that is forwarded from a previous address.

SENDING MONEY TO SOMEONE AT THE JAIL

The jail will accept money in the form of cash, cashiers checks, money orders. Please do not mail cash, you can leave cash at the address above Mon – Fri 8:30 a.m. to 4:00 p.m.

If sending a cashiers check or money order in the mail, please have it made out to “Josephine County Adult Jail” Please include on it the name of the inmate that you want it to go to. It will be posted to their books the day it arrives.



Personal checks will not be accepted.

The inmate must fill out a visitor form with your name, address, correct phone number and date of birth listed before a visiting appointment may be made. Only four (4) adults per list. This process may take up to 36 hours to complete.



If you wish to be on an inmate-visiting list, please mail that inmate a letter with the above information included. The jail staff will not make an appointment for you if you are not on the list.



Visiting days are on Mondays and Wednesdays by appointment only. Appointments must be scheduled in advance no later that 4:00 p.m. the day prior to the visit. For Monday visitation the appointment must be made no later that 4:00 p.m. the proceeding Friday. To make an appointment for Monday you must call before 4:00 p.m. on Friday.
