Kentucky's COA is for direct appeal on cases carrying less than 20 years in sentence.
Kentucky's Supreme Court is for Direct appeal on cases carrying 20 or more or Life or Death. The Supreme is also for review of COA decisions if they are deemed appropriate for discretionary review.
