The Hawaii State Bar Association (HSBA) was founded in 1899 and incorporated in 1985 as a non-profit trade organization under Section 501(c)(6) of the Internal Revenue Code.
In November 1989, the Hawaii Supreme Court ordered the creation of a unified bar and designated it as the administrative entity of the unified bar. In so doing, the Supreme Court democratized the governance of the legal profession by conferring upon the HSBA the power and responsibility to aid the Court in regulating, maintaining, and improving the legal profession. Imbued with a new sense of direction and purpose, the newly constituted HSBA developed its very first mission statement and goals for the organization.
The mission of the HSBA is "To unite and inspire Hawaii's lawyers to promote justice, serve the public, and improve the legal profession." The HSBA's seven goals are as follows:
Goal 1: To develop and maintain an effective, democratic organizational structure to serve the needs of the members, the Judiciary and the public.
Goal 2: To promote the integrity and competency of lawyers in Hawaii.
Goal 3: To eliminate unfair bias, prejudice and discrimination, and to create meaningful opportunities for underrepresented groups in the legal system.
Goal 4: To educate the public about legal rights and responsibilities, the legal process, and the role and responsibility of lawyers.
Goal 5: To increase the availability of quality legal services to all who need them.
Goal 6: To advance the equitable and efficient administration of justice.
Goal 7: To recognize and address the needs and problems of lawyers on each island.

The Paroling Authority fixes minimum terms of imprisonment, grants or denies parole for adult offenders who are convicted of a felony, revokes parole, and investigates and makes recommendations to the Governor on applications for pardon. The Paroling Authority's field services supervise adult parolees.
The Adult Probation Offices under the circuit courts supervise adult probationers.
