I have been listening to the news and I have heard that two U.S. Senators, Hagle (sp) and Wrangle are suggesting that the Draft be reinstated.

Has anyone else heard this and do you know how far along this is, or is it still just a proposal?

I am off work today and I am going to try to call my Rep or Senator and find out the status. If I find out anything, I will post it.

I also heard this and wondering about it. Do they draft by the cards that males register once they reach the age of 18 have to sign or am I way off base?

I remember when they had the draft before it was done by lottery. The draft no. was actually drawn from a large jar and that is how it was decided when you went. I also seem to remember that the draft no. was assigned by your birthday in the year.

But, I'm not sure how it worked.

I imagine, and I am speculating here, it will be drawn from the cards.

From what I have been able to ascertain, the odds that the draft would be reinstated, given the current level of military employment, are very small. The issues involved are both political and operational. For one thing, reinstating the draft would be political dynamite for any administration willing to try it.
For another, the military commanders don't really want it, and, so far, are saying they need it.
What could change everything would be a major change in the level of military committments worldwide. For example, should we suddenly be faced with military action by North Korea, that would require the US to fight major wars on two fronts. Under such circumstances, reinstatement of the draft would almost certainly be a necessity. A scenario in which North Korea takes advantage of US commitments elsewhere to engage in military action against South Korea has been a concern for many years. It is also conceivable that a major increase in terrorism in the US could trigger sentiment among the leadership or the general population for the return of the draft, but I don't see this as very likely.
If the draft is reinstated, I assume it would operate much as did the draft during the Vietnam era. That is, every able bodied male is required to register at the age of 18, and selection is by lottery. During Vietnam, there were a number of ways one could avoid the draft, or at least considerably lessen one's chances of being "flavor of the month." These include being in college, or being a member of a National Guard or Reserve unit. I would hope that, should the draft be reinstated, the number of exceptions would be severely reduced. However, since these exceptions usually work to the advantage of those with money and power...well, you figure it out. As for dodging the draft by being in the reserves, forget it. Reserve forces have been an essential part of military deployments for many years, and will continue to be. We will certainly never see a replay of the Vietnam years, when very few Guard and Reserve units deployed overseas.
This, of course, is largely my opinion based on my knowledge of the facts. As I said, the issues are political, as well as operational, and politics has a way of shifting when you least expect it.
