His was a unique relationship with the Bureau of Prisons.
Mr. Benjamin Franklin Rayborn, 79, died of natural
causes in San Diego, California. He was Chief Legal Research Associate with Federal Defenders of San Diego, Inc., for over 30 years. His stay with the BOP was cut short when his legal acumen convinced the Sixth Circuit to remand the denial of his 2255 petition. Then Circuit Judge and future Justice Potter Stewart wrote the opinion which vacated Rayborn's 30-year sentence stemming from
"many separate criminal offenses . . . carved out of a single transaction."
