I'm pretty sure that when Pataki came into office he cut out like virtually all educational programs in NYS prisons... i could be very wrong. I'm sure someone will come along who knows for sure tho! PACNY would definitly know, PM him!! Good luck!

Programs were greatly curtailed, some abolished outright.
However, I know that there is a small program running. The rules are different for getting into it than before. I THINK the inmate has to be under 26 years of age or something like that (totally age discrimiantion..right?).
The one program I know still exists is in Wyoming CF which is located in the village of Attica, just a short distance from Attica prison itself. I don't know if there are others around the state.
I don't know how an inmate gets in to it. Perhaps can request transfer for the college program. The best thing would be for him to talk to his counselor about it.
I know the program is there because my (inamte) husband is working for the college program in Wyoming CF.
(I can ask him for more info and registration proceedures, etc if you want. It will take a while we don't talk much by phone and only see each other once a month, of course we write three times a week!! lol)

If you can afford it, Ohio University has a correspondence program specifically for the incarcerated to earn either an Associates or a Bachelors degree.

Pataki cut out College for all New York State Inmates but I am sure you can do correspondence like Ohio State like one said, but it is very expensive

With judges giving - and the public demanding - longer and more mandatory sentences to crack down on crime, Gov. George Pataki abolished most educational prison programs in 1995. The Hudson Link for Higher Education in Prison, a privately funded program at Sing Sing, is the only college-degree- granting program left in the New York State prison system. this taken from an article about an inmate who was able to go to college inside and get degrees, before it was abolished, Sean Pica,...
Pica earned his bachelor's and master's degrees by taking prison courses from the Junior College of Albany, Ulster County Community College, Skidmore College, Nyack College and the New York Theological Seminary. Those programs no longer exist.

this issue makes me so angry!!! It makes no sense to have taken these choices away from them, because they would be more prepared to come home if they were educated!

I will get more specific information from my husband.
Maybe the college classes at Wyoming are federally funded, or privately funded or not degree oriented. He has spoken of the Dean, instructors, classes and registration has been going on the last couple of weeks before Easter break happened. He has sat in on two semesters of classes himself and was volunteerring time to tutor students. (He already has his 4 yr degree) He was thrilled, recently, to be officially asked to work in the college program offices. So there must be something at Wyoming. haha
I remember when they closed the program down at Collins he said soemthing about NY was using federal funds to set up anotherr smaller program...I am real fuzzy on the details. It could be Wyoming's program is only for those who had just a semester or year or two before they completed their degrees. I will find out.
When I get some info from my guy, I will post again.

Here is the response from my guy who is working in the college program at Wyoming.

The program there is run by Cancius College and Damien College. There is no state funding. The programs are "almost totally self sustaining'.

They have 2 year and 4 year degree programs. The programs at Wyoming are the only degree programs left in the state prison system, as far as he knows.

They currently accept applications only from students who already have some college credits,
