I'm not from the area at all. Anyone know if LCIW is supposed to be affected from flooding?

I just read Officials in Louisiana began evacuationg prisoners from the states toughest penitentiary and opened floodgates to relieve pressure on the levees outside New Orleans.
The report said the prison holds more than 5000 inmates and is bordered on 3 sides of the Mississippi river.
