I have a questions regarding TIS. I know that it began with any assaultive crimes that were committed after Dec. 15, 1998. What I want to know is if a crime was allegedly committed prior to that date but there wasn't an arrest or conviction until after that date does TIS still apply?

Miss, no it doesn't apply. It goes by when the crime was committed. If you want to read yourself, just to a search in here in TIS and threads will come up that have links to the actual Legislation on it.
