The main law library is maintaned by education dept. and a basic law library is maintained in each unit. Reference materials, legal paper and legal forms are available. Typewriters are in each housing unit.A copier is available. Inmates must submit an Inmate Request (cop-out) to the Educational Dept. in order to reproduce legal material.

Counseling/Rehab Services
Offers a non-residential drug treatment program. Drugabuse treatment at the FDC Philadelphia consists primarily of drug ed. groups for cadre inmates, and transitional services for cadre inmates who have completed the RDAP. There are other substance abuse programs are available to inmates, as well as individual tratment programs. The psychology dept. is staffed by several psychologists.
Health Services
The institution provides outpatient care. The medication line is available daily. Sick call is available on monday, tuesday, thursday and friday. The inmates will have an opportunity to sign up for sick call at their housing unit. Physicals are performed on Weds. The health service dept. provides 24 hour coverage. Routine health care is provided through triage/sick call and specialty clinics.

Inmates are housed in two man cells and dormitories.
Smoking areas
Inmates are permitted to smoke in the housing unitsand outdoors in designated areas only.
Fitness/ Recreation
The recreation dept. offers a variety of indoor and outdoor activities as well as individualized arts and crafts programs. Recreation equiptment and board games are available in each housing unit.
Religious Services
Staffed by a full time chaplains, which are available to assist inmates in religious practice and make weekly visits to housing units. A list of religious activities is posted in each unit. A community of volunteers provide services for most faiths.
Commisary
Inmates can purchase commissary on a weekly basis by submitting a commissary sheet. Sheets are available from unit staff and must be submitted one day prior to the scheduled commissary day. The commissary spending limit for the work cadre is $275.00, and for pre-trial it's $150.00 a month.
Telephone policy
Inmates may either call collect or dial direct using the Inmate Telephone System (ITS-2) for a total of 300 minutes monthly. The following are standard features of ITS.
1. Calls are automatically terminated after 15 minutes.
2. AN inmates calling list is limited to 30 callers.
3. Calls are charged to an inmates debt card.
All telephone regulations and telephone usuage schedules are posted in each unit.
Inmate Mail
This institution accepts mail from the US postal service via first class, US Priority and Express Mail. If you are interested in sending overnight mail via private carrier (Federal Express or UPS) it is recommended that you contact the institution to find out if it is permitted.
Visiting Hours
Pretrail and holdover inmates will be permitted to visit with immeadiate family members ONLY and may recieve approval for up to 10 immeadiate family members on their approved visiting list.
Cadre inmates will be permitted to visit immeadiate family, other realatives, friends, and associates any may have up to 20 individuals on their approved visiting list. Inmates are allowed social visits on even/odd basis, determined by the fifth digit of the inmates register number. a point system will utilize for each visit and update monthly. Pretrail and holdover inmates will recieve 8 points monthly, while cadre inmates will recieve 12 points monthly. One point will be deducted for a visit during the week, while 2 points will be deducted for weekends and federal holidays. Inmates will be allowed up to 4 visitors, not including infants, at a time. All visits will be 1 hour in duration with the exection of cadre visits, with may proceed uniterrupted between 5pm and 8pm on regular scheduled visiting days. It takes appoximately three days to approve a visitor for placement on the approved visiting list. The weekly visiting schedule is as follows:
