The rules for marriage in Illinois prisons are different from facility to facility as they are set by the warden, as far as I was told. The rules for getting the marriage license differ from county to county also. Which prison is your friend in?

I also do not know much about the IDOC rules of marraige. You should look into the link Phil gave you. Also try posting in the Illinois forum. There are many members from Illinois here, I'm sure someone's got the answer.
