This New rule is particularly dreadful because it will in effect reduce the prisoners' access to the courts. 30 stamps per purchase period, ie. every 2 weeks. Legal documents are usually thick, heavy and represent a lot of postage. Those guys have to meet courts' deadlines and for some of them it's a matter of life and death... As for the other point, some of them hold valid security issues while others are simply punitive and serve no penological or security purposes. Beside the fact that it's isolating them even further from the outside world regarding personal mail.

New Rule - June 2002

1) Offenders may take one red mesh bag of property with them on transport vehicles.
2) Offenders who are in Administrative Segregation Level 3 or Death Row Level 3 may store their property in the Property Room. After 8 consecutive months in Level 3, these offenders will be contacted by the property officer and asked to make a decision as to how they wish to dispose of their restricted property. The 8 consecutive months for offenders currently in Level 3 custodies will begin on September 1st (policy effective date).
3) Offenders returning to TDCJ may bring in items authorized for newly-received offenders (registered property must have a registration form), Those on bench warrant for more than 6 consecutive months must contact the unit to make arrangements for the disposition of any property left behind,
4) Those released from the TDCJ on parole have 30 days from release to make arrangements for any property left in the custody of the agency.
5) Offenders may have two pairs of shoes: one pair of state-issued and one pair may be purchased from the commissary (in addition, you may have shower shoes, and work shoes that are stored at work). Shoes currently possessed in excess of two pair should be disposed of. If an offender presently possesses a pair of "freeworld" shoes, he may keep them as his 2nd pair until they wear out.
6) Religious medallions made of non-f1exible material shall be no larger than I Y1 inches long or wide. Religious items in your possession must be in accordance with the faith documented in your official mcJ record.
7) The current multi-outlet (4+) power strips have caused power overloads. A clear, two-outlet adapter will be available in the commissary soon. Once they are available, you will be advised regarding the disposition of power strips.
8) New commissary bags will be of a mesh material. Once they are available, solid cloth bags must be disposed of as noted below.
9) Authorized jewelry will be one wedding ring and one wrist watch. A "freeworld'. wrist watch is authorized at intake and may be kept until it stops working, at which time it will be disposed of, Offenders may purchase a wrist watch from the commissary.After September 1, 2002, only commissary-purchased aluminum neck chains will be allowed, Female offenders may also have two pair of commissary-purchased stud earrings. Offenders shall make disposition of unauthorized jewelry as noted below.
10) Female offenders will be required to register curling irons and hairdryers.
11) Stamps will be limited after September lst. They will be sold in quantities of up to 30 per spending period. An offender may have no more than 60 stamps in his possession at a time. If an offender runs out of stamps, he may request approval to purchase more via an I60 to the Warden.
12) One photograph and one each of personal hygiene items may be stored on the shelf.
13) Shoes, state issued necessity items, typewriter, radio, fan, etc, may be neatly stored in the housing area. All other offender property must be stored in the closable storage container.
14) Offenders housed alone in a double cell are not permitted to use the extra space available in the cell to store property. Only the space authorized for one offender may be used (e.g. you can't store items on an empty bunk or in an empty storage container).
15) Items for which Mail Room staff are required to accept by signature are logged in at the Mailroom. The offender addressee's signature will also be required to document the completed delivery,
16) claims for lost or damaged property that are determined to be the responsibility of TDCJ shall generally be paid at no more than $50 perclaim.
17) Current possession of an item does not mean you may continue to have it after September I, 2002. If an item you possess is no longer "authorized offender property," you must dispose of it as noted below.
Offenders have through August l5th to dispose of excess / unauthorized property in one of the following ways:

I. Send items to someone at your expense;
2. Have it picked up by a visitor;
3. Request that TDCJ dispose of the item(s); or,
4. Request additional storage. if appropriate.
After September 1,2002, any unauthorized or improperly stored property will be confiscated, disposed of in accordance with policy, and may subject you to disciplinary action
