Below is the contact information for anyone who is interested in learning everything there is to know about transferring parole to another state outside of Texas. Mrs. White is very friendly, helpful and also patient and understanding of our anxieties because she too is restrained to the rules and reg.'s of the system. She is very informative in all
details.
The main requirement for transfers is that an inmate/parolee have "Immediate Family" in the state.(i.e: spouse, mother, father, sister, brother, child, ONLY) (Aunt, cousin, grandparent, etc...will not suffice). Marriage will transfer but 'fiance' will not.
Another alternative is via a "Job Referral". The job must be "Unique to the Area" and/or "Compelling" (meaning $$$). These are very rare transfers. 1 in Tx to date.

Some new rule becomes effective August 2004 re: transfers but I don't know what it is yet but I think it will be helpful in some transfers.
The whole process is still in need of much grease. There has been fierce debating with the bureaucratic brickwall for months now because parolees can't only not vote but are rendered completely immobile and therefore trapped in the same environment, unable to progress. Thousands of people are finally being paroled since Bush was Gov. and this has created a logjam in many states all over the nation
who vehemently state that "Texas can't be dumping a bunch of parolees on our state because we are already understaffed/overworked".
This might have been okay 30 yrs. ago but the world is shrinking and people travel on planes as quick as cars. Various states have higher employment rates, economics, opportunities, etc...

Mrs. Ethel White and voice your opinions and suggestions on this issue so she can present it at their future National meetings. She is very cordial and patient and seems to be very interested, concerned and willing.
