Hello and Welcome to PTO!!
From what I've been told, the first step in getting married within any facility is for those inside to contact their case worker -- the counselor will have all the forms and documentation you'll need regarding rules and procedure. I'm sure if you post your questions within the Wedding Forum you'll get more detailed info from other members who've already gone through this process.
As for putting money on your husband's books, the state does hold 33%. That goes towards the state restitution fund and admin fees. This percentage was modified from the original proposition of 55% but was shot down (until June when it goes up for consideration again!).
Good luck!

My fiancee is also in Corcoran SATF. Your husband has to get all the papers from his counsler. Yes it is true that they get 55% of all money sent to your husband if he owes restitution. I"m not sure of that percentage but its high.
This link will take you to our prison wedding links. In our Ca thread you will find the rules for getting married in a CA prison
