Inmate needed medical care, brother says

DECATUR, Ala. (AP) -- The brother of a 41-year-old inmate who died in the Morgan County jail says he had warned authorities about his medical condition that needed monitoring.
Franklin Joe Bates died at Decatur General Hospital at about 1 p.m. Friday after gasping for air earlier that day in his jail cell. Other inmates revived Bates with CPR and summoned help.
Sheriff John McBride said a jail nurse responded and Bates was taken to the hospital. An autopsy is planned.
The inmate's brother, Oneal Bates of West Palm Beach, Fla., told The Decatur Daily that he had warned jail employees that his brother required medical attention for alcohol-related health problems and should be monitored.
Franklin Bates was arrested Thursday night in Somerville on charges of illegal possession of prohibited liquor and leaving the scene of an accident.
McBride said he requested a detective from the Decatur Police Department to investigate the death
