not sure if this is in the right place .i cant PM anyone , when i click on the name its not giving me any option expect to bookmark. i also cant bring up any smiley faces. anyone know whats up with my computer or how to fix it?

First of all, about the PM system, have you tried going into your User CP? Click there, then click on "Edit Options". Scroll down to the "Private Messaging" section and be sure you have checked the "Enable Private Messaging" box. Then scroll to the bottom and click on "Save Changes".
As for the other problem with smilies, have you cleared all cookies? That has always been remedied for me right away when I clear, or when I shut the system down and restart...which I hate to do, I'm so impatient. LOL!

...and to add to what goldenglove said, make sure that "site popups" are allowed and you don't have the pop-up blocker turned on.

This is a dumb question, I'm sure, but are you "Right Clicking" or are you using the left mouse button?
The only way I get the option to bookmark is by right clicking.

not a dumb question at all i thought i was doing that but when i left click i get the profiles. even when someone pm's me i can respond but i cant use any smileys( they are there it just wont let me click them ) and i cant bold or color any letters. it just started doing this wednesday i was able to pm tuesday.

Hmmmm... very strange, indeed.... And you have logged out, cleared your cookies, restarted your computer and logged back in?

Then it can get routed to one of the technical administrators.
