A senator wants the Department of Interior and Local Government (DILG) to lower crime by making public the hellish congestion in Philippine jails.
Sen. Juan Miguel Zubiri said the congestion in jails, which reach as high as 1,000 percent in Metro Manila, should be part of the department's "PR" campaign.
The nationwide congestion rate is much "looser" at 225 percent congestion or an average of four to five inmates per square meter, he said.
