As most of you are aware, Federal Prison Industries ("UNICOR") offers inmate jobs at numerour federal prisons, and are highly coveted jobs amongst inmates, for they are usually the highest paying, and offer bonding guarantess to inmates upon their release.
SFF was in the final process of implementing a UNICOR 911 telephone answering facility at the SFF that is now on hold. The reason is that a recent federal contracting decision changed the entire nature of UNICOR contracting, and it is still be ironed out. It used to be, up until a few months ago, that federal agencies seeking services offered by UNICOR, their biggest industy being furniture manufacture, were required to buy from UNICOR. A recent challenge of federal contracting procedures now requrires that those services and products now be put out on competitive bid to private industry, so UNICOR no longer has a lock. It must now bid and compete. So the UNICOR implentation is now on hold.
