I have a friend in Arkansas who is a felon. He was convicted of possesion of drugs.. it was meth.. and he's got 5 years probation and isn't supposed to leave the country till 2010 or 12.. can't remember which.

Now he is planning on moving to Estonia (near Russia) to marry some girl that he met online.. Will he be able to leave the country on a Fiance Visa type of thing? or does he have to stay in the country?

any info would be welcome, because I wish to try to keep my friend from further troubles.

To be honest, I don't have an answer for you. However, if it was part of his probation conditions to not leave the country, wouldn't that automatically make that no matter what, he could not leave the country?

He will not be able to get a passport till the parole is over. If he happens to get one and goes he will be violated when he gets back. You are not suppose to leave the state much less the country.

I did went to Jamaica and was married there. You can get a passport because I renewed mine once I was released. To go he or she has to get a travel pass from the PO. It happens all the time with people that are truck drivers and people that must drive to work. Now to the bigger question "will the PO LET him go"? It all comes dow to the relationship the person has with the officer. It is in his or her discretion to let them go.
