hey PTO members. i havent posted in a while. i was going through major stress ever since i didnt get a call from my bf but i finally did last night! i was so happy to hear from him in almost 1 month! although our phone calls were cut short, i was mighty happy. anyways i heard of a halfway housing that they have in NJ. and my bf told me that it may not work for him because he is not an american citizen. im not quite sure how this works with the halfway housing. does one have to be an american citizen to be qualified?

No, he does not have to be an American citizen to be eligible for halfway house placement. However, if INS has filed a detainer against him, or they might file a detainer against him, or if he is deportable, then the odds are stacked against him on whether or not they will let him go to a halfway house.

thanks greyghost for your reply. now i know that he does not have to be a U.S. citizen for him to be able to go to halfway house. but i was wondering why would they file a detainer against him?
