SMU II houses both death row and extremely violent offenders, some not on death row. So technically you're correct. It was built in 1991 and Governor Symington provided an opening address officially opening ASPC-Eyman. In addition, ASPC-Eyman/Rynning Unit also officially opened. The complex was named after Frank Eyman who was a Warden at Florence. The Meadows Unit was named after Della Meadows who worked 35 years as the Wardens' secretary during her tenure with the Arizona Department of Corrections.
ASPC-Eyman has an inmate capacity of approximately 4,544 in 8 housing units at security levels 3, 4 and 5. The ADC uses a score classification system to assess inmates appropriate custody and security level placement. The scores range from 1 to 5 with 5 being the highest risk or need. ASPC-Eyman is a modern, medium to high security prison.
Special Management Unit (SMU) II contains Arizona's DR

In summary, SMU's handle the level 5 inmates and DR.

SMU 1 was built in the late 80's, and opened October 1987 as a Max Unit. I know because I was one of the first 10 prisoners there. They only had one wing open (wing 2) and were still building wing 3, and 4, when they moved us in. The Max unit came about because in 1986 Sam Lewis then Director of ADOC had a new classification policy, that had what they called the P, and I score, and if you were an I5, you were required to be confined to 23 hour a day lock down. As you can imagine they ran out of space quickly, because you could become an I5 overnight with just one write-up. During this period Death Row were actually housed in CB1, and CB6, at Central Unit. CB6 being the first actual unit in Arizona built for lock down. SMU 2, was finished, and opened February 1996, and again I was transferred there, only I was in like the first group of 100 prisoners. Death Row was moved to SMU 2, because of a shoot out, a prisoners girlfriend had with officers while her man was on the garden chain gang with Death Row, and the escape attempt failed, and they were both killed. SMU 1, and 2, are a little different in design, and SMU 2 holds more prisoners, but for the most part they are the same unit, with the cells, rec pens, and showers all being the same. These unit's house prisoners deemed to be disciplinary problems, and those they say are gang members. And anyone else they have an agenda with. As well as Death Row, and PS prisoners. Both Unit's can house the same classified prisoners. So that's a long story short, with a little history.
