The ADMAX is a super-maximum security facility and the only way to ever be transferred out of there is to participate in what they call their "step-down" program in which the inmates gradually get more privileges and have more contact with other inmates in the facilility and then, maybe, eventually get to transfer to a USP, which is maximum security. But if the prisoner is in there for some high profile political type crime or high profile organized crime, they will be there for their entire sentence, I think. It's a dehumanizing place, so I expect that your contact with him through letters is a real support for him. Phone access is very, very limited there. I doubt you can marry there because the visits are only through glass - no contact. But he would have to inquire about their policy on marriages. There is a law school clinic at the University of Denver that routinely helps out inmates in the ADMAX with specialized legal problems, so if he finds out he can't marry while in there and wants to challenge that policy, he should write to the law clinic.
