Japan's government is planning to replace some jail sentences with mandatory community service for the first time to reduce overcrowding in prisons, the Yomiuri newspaper reported, without saying where it obtained the information. Japan's Justice Ministry plans to allow courts to add community service to suspended prison sentences, the newspaper said. Courts are limited to ordering prison sentences or suspended sentences for convicted criminals, the newspaper reported.
