the state's declining juvenile inmate population has enabled the closures of the Dewitt Nelson Youth Correctional Facility in Stockton and the El Paso de Robles Youth Correctional Facility in Paso Robles.

That's great. "Declining juvenile inmate population". Four good words to hear.

That's because the great majority of juveniles are being tried as adults:mad: Who need the Y.A. California has all the adult jails and prison's available!

Actually they are now forcing the counties to keep non violent offenders in their own facilities. Only the truly violent will go to YA. They are learning, but slowly. Hopefully one of the next things they address will be charging kids as adults. That has been a mistake of huge proportions!

Morris1 I remember you My husband was at HDSP but thankfully he is closer to home at Centinela. I'm upset because my husband was tried at 17 as an adult so this subject is a rather tocuhy subject:( He's from the riverside county and the judges and sherriff are corrupt in my opinion. to hear that the same police who bother him during high school in the riverside temucula, elsinore area is now in prison himself is very frustrating. Thank you for the clarification:thumbsup: it's always good to hear from you!:)

Your talking about Leesburg, he molested high school girls and then when he got caught he tried to "intimidate the witnesses". He didn't get near what he should have. Special treatment again. You are not kidding about the corruption in Riverside. It's bad!! The gang unit here creates gangs because we really don't have any. I am hoping for some changes.

Here's the video I found on YuTube, but its the CYA. Made me sick.

P.S. How do you like Centinela? That is the next closest to us. He was originally in ISP. That was only 2 1/2 hours away. Centinela I think maybe 3 hours.

Well it beats driving ten hours to HDSP!! However the visiting processing is a mess:angry: I've written the warden so we'll see how that works out other then that he's been there for about 4 months no lockdowns HDSP use to stay on lockdown all the time:angry: but to me all the prison are the same just a diffrent location and diffrent C/O's. It's nice to drive 2 1/2 hours to see him!! Were blessed!!Yes that is the policeman that I am speaking of!! Amazing!! Will your loved one be transfered soon??

*I'm hoping. He was supposed to be re-evaluated in December and his points should drop to Level 3. But I guess lots of guys are filing paperwork at this time of year, so who knows when he will actually board a bus.

Did you watch the video?

Yes you are correct, juveniles that were sent to CYA on "Non 707b offenses" are now being sent back to their county of orgin. The county of orgin are then placing the juveniles on "courtesy supervision" through the county Probation Department. It's a long process but bottom line is they are released from CYA and must attend juvenile court for a Jurisdictional hearing. At that point the courtesy supervision by the Juvenile Probation Department begins.

You would think that this would be a large number of juveniles because it "sounds good." Unfortunately, in reality this is not applying to a lot of juveniles at all.

Yes Morris1 and I couldnt believe what I saw:eek: To see other Y.A in other states that really seem to be geared toward rehabilitation and then to see our Y.A that are mini adult prison is sad. It's like they prepare you for the real thing our juveniles dont have a chance!! I pray everyday Morris1 for the CDC system to change it's in no way rehabilitation that's for sure! I hope your son will be able to move closer to home your in my prayers Morris!

Here's the Sabee article:

http://www.sacbee.com/111/story/611502.html

Bob-bi-lu- Is it because they classify most juveniles as violent or is there some other reason? I would think that a kid being sent to YA has gotten in previous trouble and YA is the last stop. So maybe it is not as many kids as you would think being kept in their own counties. It is still better than it was.

I wasn't able to view the whole article, but have they thought of using these facilities for Level 1 offenders or as overflow centers? I had known boy's in my teenage years that got sent to CYA. They went from being these young and dumb teenagers to ANGRY and MEAN young men. CYA is nothing but boot camp for State prisons. That video was so sad, the eerie music didn't help!

They would be perfect for re-entry or low level although I don't reallly know how they are set up. I have had people tell me that CYA was much worse to be in than adult prison. Hard to believe.

[COLOR=magenta]Bob-bi-lu- [B][I]Is it because they classify most juveniles as violent or is there some other reason? I would think that a kid being sent to YA has gotten in previous trouble and YA is the last stop. So maybe it is not as many kids as you would think being kept in their own counties. It is still better than it was.

It's because most of the juveniles being sent to YA are there for 707b offenses. However, the ones that are not there on 707b offenses are the ones being sent back to the county of origin to be supervised.

For example: a juvenile gets arrested in 2004 for a VC10851 (auto theft), he's placed on juvenile probation and continues to get arrested for violiations of probation (curfew, smoking marijuana, not attending school regularly, etc...). He's in and out of juvenile hall for VOP's. Finally, the decide to send him to CYA because it's their final option.

Well it's juvenile's like the example that I gave you that are being let out of CYA, just because he's continued to Violate Probation, he has not picked up any serious 707b that would land him in CYA. Thus, they must be sent back to the county of origin and Probation must deal with their own juveniles, verses trying to have CYA take over.
