My guy is there at Terre Haute and he is originally from TN. For him to be able to go to a half way house here in Indiana when he is released we are going to need to get married aren't we? I'm established here and make decent money and he wants to start over and stay away from TN.
If we do need to get married to keep him here in Indiana does anyone know the procedure for doing that?

I don't think you have to get married, but he will have to transfer districts. Did you move to Indiana to be near him while he was in? If you're in his PSR, I think all he has to do is transfer himself and then he can go to a local halfway house, and eventually home to you!
