I have a cousin that is serving a five year sentence in Snake River Correctional Institute (Oregon) that has never been transferred once since he started his sentence three years ago.

I have a friend that is serving a sentence in California. In the past year he has been at Coalinga, Corcoran and is now at Salinas. What is the purpose of the transfers? Is there a difference in the prisons?
