This ia an article I saw in our local paper:
Street prison and visits planned for local women prisoners in Western Australia under a revolutionary new plan. Prisoners will walk freely between the houses, which will look like modest suburban villas or homes. Children up to the age of four will live with their mothers under a plan to strengthen the bond between prisoners and their families. Facilities will be built to allow children up to 14 to stay overnight on weekends. The Attorney- General also supports allowing husbands and partners to stay overnight in the prison. A fence will be built around the site but the traditional razor wire will be abandoned for common building materials to makethe complex less conspicuous. Marron prison outfits and military-style guards uniforms will be abolished. About 8 prisoners will live in each house, and will cook clean and budget for their household. They will do community work at the local retirement village, the hospice and the hospital. Some will take part in on the job training at a commercial catering service. The Attorney-General and senior justice officials went to Canada in August to visit the only street scape prison in the world. The concept has helped halve recidivism rates amongst women prisoners in Canada. "There is only one purpose of having someone in Prison and that is to have them not reoffend" the Attorney-General said today.

I would like to add; on reading this article it sound like Perth, where I live, is a a small town so Authorities would assume it wouldn't work for them over there. Not so. Perth is a city of 2 million people, not small at all. And if it works here, it would work anywhere. The plan is for non-violent offenders and the key word here is Trust.

Well, finally some sanity when it comes to dealing with prisoners. Now if we can get this for some men too then we are really cooking.--------Ken

Actually, Ken, a lot of letters to the editor mentioned just that. And I think it will happen. I think the authorities are hoping that by keeping the family unit together, perhaps it will stop the children of prisoners from following that same path. And in most cases, it is the mothers who do keep the family together. So, it makes sense to keep the children with their mothers.
