Does anyone know Oscar Delcid, I heard that he was in Jamestown. I tried calling the state locator but it is always busy. I am an old friend of his and would like to write to him. Please help if anyone knows him. :thumbsup:

I called and asked and someone in records told me as long as you have his CDC # you can start writing to him, even if you dont know where he is being housed at in Jamestown it will still get to him.
