ALL THOSE grim reports about the state of juvenile justice in California obscure a central truth: on balance, the juvenile justice system has achieved some impressive successes.
Over the past decade, arrest rates for violent youthful offenders have plummeted. In contrast to the adult correctional system, this dramatic decline has not been achieved by packing our youth prisons. The number of young people held at the eight facilities that make up the California Youth Authority has declined from nearly 10,000 in 1996 to slightly more than 2,500 today.
