The decision is up to the state he is trying to parole FROM. If they allow it they should contact the county he is going to move to and start the paperwork.
You can find the info for your county here. Find the region for your county and then click on that link for the phone #'s. It won't hurt to ask VA for info about the process. I would also contact the parole board in the state he's in and try to get the ball rolling for him if you can.
