is there any way to have a low phone bill with accepting phone calls?

PrePaid Account thru Correctional Billing Service....see my other post...

Ummmm! Put yourself on a call schedule. My boyfriend and I only talk on Fridays and Tuesdays......more often this week due to unforeseen circumstances but mainly we stay on schedule.
