Need info on Elkton. Please help!!

My brother called monday said the phone would be shut down for a few days around the 8th there changing something!! I hope to go up after christmas to see him. He seems to be ok.Thry are real strict i have heard from 2 ladies who have someone there. So as she said,

WEAR APPORIATE CLOTHES, NO TIGHT FITTING CLOTHES, HAVE EXTRA SET IN CAR.
