I haven't seen much information on the board about CIW, so I thought I'd share what I learned from talking to someone in the CIW mailroom...
Each mailer can contain a maximum of two envelopes and five sheet of paper. The envelopes do not have to be the pre-embossed kind. If you send stamps, the limit is 40 stamps.
Books need to come from the vendor, and you can use your neighborhood bookstore if you'd like. The mailer just needs to contain either an invoice/receipt or some kind of letterhead/imprint of the vendor that the prison can verify if they choose to.
In lieu of the two envelopes, you can substitute two greeting cards (as well as the envelopes to mail them with) or postcards.
For my mother, who wanted her Buddhist prayer book from home, I was able to get a hold of a chaplain who said I could mail religious materials to the chaplain's office and that they will make sure my mom gets it.
My mother is in reception right now (ultimately, she's there for a 90-day diagnostic), and though she doesn't have phone privileges, she does get to go to the canteen, so we've sent her money via Jpay and US Postal Money Orders in lieu of packages at her request.
