California State Prison, Solano (Vacaville), CA


When the prison opened in 1984, it was administered by the warden of the California Medical Facility. In January 1992, the two prisons were separated administratively and a warden was assigned to each prison. CSP- Solano is located in Vacaville, CA.

:) Quarterly Packages:

The California Inmate Quarterly Package system allows you to send much-desired items to your incarcerated loved one. Each institution sets it’s own rules as to what items are allowed and prohibited and items vary by privilege groups. As a result, vendors therefore provide services to a limited amount of Facilities, Camps, CCF’s or the LA County Jail System. All Quarterly Packages are limited to a maximum weight of 30 Lbs. Nor can they exceed dimensions of 24” x 24” x 24”. All vendors list those institutions for which they provide goods and services and what privilege groups.

:) Special Packages:

Special Packages allow for the purchase of Electronics, Accessories, Musical Instruments, Under Garments and Clothing, Correspondence Courses, Legal Material and Faith Based Items. That would otherwise crowd a quarterly package beyond its allowed weight or dimensions. There is no limit to the amount of special packages allowed in a calendar year.

a release clothing package via U.S. Postal Service or common
carrier no earlier than 30 days prior to their scheduled parole or
discharge date. Inmate release clothing packages, limited to one
set of clothing, shall be retained in a secure location by the department
until their release.

Before you can visit an inmate, you will need to be approved. Your inmate must send you a visiting form (CDC 106). This form MUST be signed by your inmate before he sends it you you. Once you receive your visiting questionnaire, fill it out TRUTHFULLY and don't leave any questions blank. Then, once you are finished, send your completed questionnaire to:

The average wait for a response is 4-8 weeks, from the time your application is received by the visiting staff. In some cases, it takes longer than 8 weeks. I suggest calling the visiting department if your wait is longer than 8 weeks, and find out if your application has been received. They will NOT tell you if you have been approved or disapproved over the phone. It is the responsibility of the inmate to relay that information to you. If you are APPROVED, the inmate will be notified. If you are DISAPPROVED, the inmate will be notified AND you will be mailed a written response with details of the denial.

Reasons for DISAPPROVAL include (but are not limited to):

You’re Approved!! It’s time to visit your inmate. Here’s what you need to know:

General Population Visiting

Saturday and Sunday: 8:00 a.m. to 3:15 p.m. Visitors will not be processed after 2:15 p.m. Close A Custody inmates will not be processed into the visiting room after 11:15 a.m. Close A visiting will resume after the 12:00 p.m. Close Custody Count is clear.
Visitors are not allowed on prison grounds prior to 6:45am
Friday afternoons, from 1pm until 8pm. The inmate must have a clean record (no 115's) within the last 90 days to be eligible for Friday visits.
**Friday visiting suspended indefinitely 7/17/09**
You must ask the inmate if he is eligible. ***SPECIAL NOTE*** If you arrive at the prison and check-in ANY TIME after 3:30pm, you will have to wait until 5pm (sometimes later) for count to clear, before you will be allowed to see your inmate. Once you are in the door you cannot leave, so please be aware of this. If you want to visit on Fridays, I suggest you get there before 3pm.

General Population Non-Contact Visiting

All non-contact visits must be scheduled prior to the visit.
To schedule a non-contact visit, call (707) 454-3266, Mon-Fri between the hours of 11am and 1pm ONLY. Each visitor is allowed to schedule only ONE non-contact visit per weekend with their inmate.
Visiting is on Friday from 1-8pm and Saturday and Sunday from 8:10 a.m. to 3:00 p.m.
Show up AT LEAST 15 minutes before your scheduled appointment and check in with the front desk.
The dress code is still enforced for non-contact visits.

Administrative Segregation, Non-Contact Visiting

Saturday and Sunday: 8:10 a.m. to 1:50 p.m. (non-contact, must schedule a visit)
*Follow the same steps above for Gen. Pop. Non-Contact visting, to schedule an appointment.

:idea: From my own experience....

Appointment Required: Only for Non-Contact visits

Must Line up to Obtain a Number: YES, only if you have a contact visit.

Parking Lot Line Up:

Visiting Days and Hours: Friday, Saturday, Sunday, and designated Holidays

Length of Visit Allowed: 8am to 3:15pm on Saturday/Sunday, 1pm to 8pm on Friday

* Special Notes FOR CONTACT VISITS: :new: (as of APRIL 2008) At 7am we are allowed to drive onto the prison grounds (12pm on Friday afternoons). A CO will be standing at the front gate handing out passes (they FINALLY started doing things this way again! It's so much easier this way). Anyway, get your visitor's pass and fill it out. Then you must wait for your number to be called. They start calling numbers at 8am on Sat/Sun, and 1pm on Friday (sometimes a few minutes later) near the "Visiting Information Office". You will see all the other visitors waiting in this area. Then when they call your number, go into the Visiting Information office and check in. Get in line and when it's your turn, give the officer your ID and completed visitor's pass. After being processed, you will either be instructed to get into another line in that room (to go through the medal detector and into the first visiting room), or to go back outside and wait for the shuttle that takes visitors to the other side of the prison. It all depends which yard your inmate is on, but they will tell you were to go. There are two visiting rooms. Inmates housed on Yards 1&2 use the front visiting room. Inmates housed on Yards 3&4 use the visiting room on the back side of the prison. If your inmate is on Yard 3 or 4, you will have to ride the shuttle to get to that side of the prison. See below for details.

**If you are instructed to take the shuttle, you will wait outside and the shuttle will arrive. The officer will call your name and you will get on the bus. You will then be taken to the other side of the prison and get off. The officer will again call your name and give you back your visitor's pass and ID. You will go through a small room where you must take off your shoes and all metal items, and go through the medal detector. Then you will go sign in and go through several gates until you enter the visiting waiting room. Give the officer behind the glass your visitor's pass and ID and sit down in the waiting area. After your inmate is called, you will be given back your visitor's pass (they keep your ID), and then you will be let into the visiting room to wait for your loved one (sometimes they are already out there, sometimes you have to wait a few minutes). At the end of your visit, you go back up to the window and get your ID back. Follow all the other visitors, and you will go back through all the same gates and rooms, you must sign out and depending on how crowded it is, you'll have to pick up a bus pass. Go wait outside and the shuttle will come back to pick you up and take you back to the parking lot. Be aware that if you wait until the very end of visiting to leave, you may have to wait quite a long time before it will be your turn to ride the shuttle back to the parking lot. On crowded days, I've had to wait up to 40 minutes for my bus pass number to be called. But they try to get you back over there as quickly as possible. :thumbsup:

FOR NON-CONTACT VISITS ONLY: You DO NOT have to show up early and get a number if you have a non-contact visit. Don't bother waiting in the car line, etc., because it is not necessary. Just show up to the facility no less than 15 minutes before you scheduled visit. Go up to the Visiting Information Office and talk with one of the officers at the front desk. They will give you a special pass with NON CONTACT stamped at the bottom. Fill out all of the info and get back in line. They will check you in, you will go through the medal detector, and then you will be allowed to walk over to the non-contact visiting area. You will go into the same building as the visitors would come to see inmates on Yard 1&2. Give your pass and ID to the officer in the "bubble" and they will call you back up to the window when it is time for you to see your inmate. Sometimes the non-contact visits do not start on time, but don't worry, you will still get your full hour visit. You will walk back to your own personal booth. You will be on one side, the inmate on the other. It is very private, which is nice compared to non-contact visits at county jails. After your visit is over, go back to the "bubble" and get your pass and ID. Head back to the Visiting Information Office and sign out. Enjoy your visit!

** You can purchase photo ducets from the visiting room. The officer in the "bubble" will sell you ducets for $2.00 a piece. There is no limit to the number of ducets you can buy, but remember you can only bring $50 with you (and $20 extra per child). So save some money for food. :p

:help: Friendship House :help:

If you have any electronic keys or alarm/remote control door lock devices, you CANNOT bring them into the facility. You can go to the Friendship House (trailor on the left side of the visiting parking lot, look for the signs) and leave your keys/devices with the attendant there. She will check them in for you and when visiting is over you can go back to the friendship house and pick them up.
If you are not wearing the proper attire, you may visit the Friendship House and borrow clothes. They have both male and female attire, for adults and children. You can stop by and pick out an outfit. Just fill out a form, and once visiting is over you go back to the F.H. and change back into your original clothes.
If you are from out of town and have a suitcase, purse, etc., you can also leave those items at the F.H. and they will keep them safe for you until your visit is over.

Visiting On Five Major Holidays

Each Institution shall have visiting scheduled on the following Holidays. The five major holidays may or
may not be on a regularly scheduled visiting day.

• New Year’s Day
• July 4 (Independence Day)
• Labor Day
• Thanksgiving Day
• Christmas Day

Visitor Questionnaire Process

The inmate should sign a Visitor Questionnaire (CDC Form 106) and send it to family members and
friends to visit. All adult visitors must complete the questionnaire and return it to the Visiting Sergeant by
mail. The Visiting staff must approve the questionnaire before the person may visit. This should take
approximately 30 working days. The CDC Form 106 must be filled out completely and accurately.
Failure to provide all requested information might result in the request being either denied or delayed.

Adult Visitors

The inmate will let each visitor know that they are approved. Any visitor approved at one institution shall
be approved to visit the same inmate upon transfer to another institution. A visitor may be required to
update the Visitor Questionnaire after 24 months.

Acceptable Identification

• A valid state driver's license with picture (not laminated).
• A valid state Department of Motor Vehicles Identification Card with picture (not laminated).
• A valid Armed Forces Identification Card with picture.
• Identification Card issued by the United States Department of Justice Immigration and
Naturalization Services with picture.
• Picture Passport.
• Picture identification Matricula Consular De Alta Seguridad (MCAS) issued by the
Mexican Consulate.

Special note: If visiting with minor children, you must bring a certified Birth Certificate for each accompanying minor. If you are not the parent of the minor child, you must have written, notarized consent from the child's parent/guardian to bring the minor to visit.

Visitor Attire

It is recommended that visitors dress conservatively and with the following guidelines in mind.
Inappropriate attire will be reason to deny a visit. Any alteration to clothing once a visitor is inside the
visiting area will be grounds for terminating the visit.

Prohibited Attire

• Clothing which, in any combination of shades or types of material/fabric, resembles California
State-issued inmate clothing, blue denim or chambray shirts and blue denim pants.
• Clothing that resembles law enforcement or military-type clothing, including rain gear.
• Hats, wigs or hairpieces (except with prior written approval of the Visiting Sergeant).
• Clothing that exposes the breast/chest area, genital area, or buttocks.
• Dresses, skirts, pants, and shorts exposing more than two inches above the knee, including slits
when standing.
• Sheer or transparent garments.
• Strapless or "spaghetti” strap tops.
• Clothing exposing the midriff area.
• Clothing or accessories displaying obscene or offensive language or drawings.
• Brassieres with metal underwires or any other detectable metal are not permitted.

Allowable items:

• Identification Card.
• One Handkerchief, no bandannas.
• Tissue Pack, unopened.
• Clear Change Purse.
• $50 Per Adult and $20.00 Per Minor Visitor, in Coin or One Dollar Bills Only.
• Comb or Brush.
• Two Keys On A Ring with No Attachments. NO ELECTRONIC KEYS OR ALARMS ALLOWED. You must drop off all electronic keys at the Friendship House, and they will hold on to the keys for you until visiting is over.
• 10 Photographs.
• Indian Medicine Bag, upon inspection and approval.
• Two small (less than 12 inches in length) solid toys.
• One Infant Carrier.
• Six Disposable Diapers.
• Factory-Sealed Baby Wipes.
• Two Transparent Plastic Baby Bottles of Pre-Mixed Formula/Milk/Juice Per Baby.
• One Transparent Pacifier.
• Three Jars of Factory Sealed Baby Food and One Plastic Baby Spoon.
• One Single-Layer Baby Blanket.
• One Transparent Diaper Bag.
• One Change of Baby Clothing.
• One Single-Layer Burp Cloth.

Visitors may retain only life-sustaining, condition-stabilizing medication with the prescribing
physician's written statement of its immediate need, and only in the physician's prescribed amount
immediately required to sustain or stabilize the condition during the visit. The physician’s written
statement shall include the physician’s medical license number, address, and phone number.

All medication shall be in its original pharmacy container with the patient's name, pharmacy, name of
medication, prescribed dosage, and the physician's name indicated on the container's label.
Nonprescription medicine is not permitted.

Prohibited Items

• All tobacco and tobacco products.
• Food. All refreshments are to be purchased from the vending machines located in the visiting
room, except Camps and Ranches.
• Chewing gum.
• Purses.
• Cameras.
• Pagers.
• Cell phones.
• Writing materials or books, unless approved prior to entering the Visiting Room.

Visiting Room Procedures

Each visitor and inmate is responsible for his or her own conduct while visiting. Violation of the rules
and regulations may result in termination, restriction, suspension, or denial of visits. Additionally,
disciplinary action may be taken against the inmate. An inmate and his/her visitor(s) are allowed to
briefly embrace and kiss at the beginning and end of their visit. An inmate may hold his or her minor
children. Inmates may also hold minor children accompanied by an adult. Children are to remain
under the direct supervision and control of the visiting parent or guardian at all times. Holding hands
on top of the table in plain view is permitted, with no other physical contact. Excessive contact,
(kissing, massaging, stroking, and sitting with legs intertwined or sitting on laps) could result in
termination of the visit. Nursing mothers shall be discreet and covered when breast-feeding their baby
in the visiting area. Failure to do so may result in termination of visiting for that day. Inmates cannot
receive any items, gifts, money, jewelry, or documents during a visit. However, the adult visitor may
ask for a pencil and notebook paper as needed. Smoking is not allowed in the visiting rooms or
outside patios in the institutions at any time.

Some prisons are different, but here is some information that pertains to most California Prisons:

The visitor(s) shall adhere to all institutional procedures and departmental regulations while on institutions grounds. Participation in the Family Visiting Program is restricted to immediate family members, unless a legal foster relationship exists. Immediate family members are defined as legal spouse of the inmate and the inmate's legal stepchildren.

Required Documentation Needed for Each Family Visit:

Proof of marriage shall be established by the inmate’s assigned Correctional Counselor, prior to a family visit being approved. A certified marriage certificate shall be required and presented to the Family Visiting Officer prior to each visit. A marriage certificate is required for both stepparents and the inmate’s wife. No Photostat copies will be accepted.

You must bring positive identification showing a photo for every visitor 18 years of age or over. Positive valid identification shall be one of the following. Drivers license, DMV Identification Card, passport, USINS card, military I.D. or other piece of governmental identification. The inmate's brother, sister, children and grandchildren (minors and adults) must present birth certificates prior to each family visit. Grandparents must bring verification of relationship prior to the family visit. This can be done presenting the inmate's birth certificate and the inmate's parent's certified birth certificate (the grandparent's child) to show family lineage. An inmate’s minor children visiting without their natural mother, must be accompanied by an approved adult visitor. Who must present a written notarized approval from the minor child's natural parent or legal guardian.
All certificates must be obtained through the county recorder's office and must be embossed or have inked county seat.


Authorized Property for Family Visits:

Visitors are authorized to possess the following items while participating in the family visiting program:

* One bag of clothing per visitor in paper, plastic or canvas duffel type bags. No suitcases are permitted.

* Soft bound books and magazines only (not to exceed ten)

* The visitor must provide washcloths and dishtowels. Bath towels will be provided by the institution.

Visitors with Children:
Disposable diapers only, baby powder, baby food, and formula may be brought into the institution in factory-sealed containers only. Children's toys shall be simple games, coloring books, colored or regular pencils, or crayons. Only searchable toys will be allowed in.

Food for Family Visits:

The inmate, through the institution, purchases all of the food for the family visits. All food items not consumed on the visit must be taken home with the visitor or disposed of in an approved manner. Nothing may be taken back into the institution by the inmate.

Special Note: Only prescribed medication will be allowed. All medication must be accompanied by the current prescription and is subject to prior approval by the Chief medical Officer (CMO). A letter from your doctor listing your medication must be returned with your confirmation. Any person(s) visiting California State Prison, Solano (SOL), on a family visit, who needs narcotic medication, or life sustaining medication(s) or life sustaining apparatus, must have prior approval to participate in the family visiting program. Approval can be obtained by having your physician submit a letter to the CMO or SOL to explain the extent of your medical problem and be in approval of your overnight visit to the prison. Failure to have prior written approval will result in your visit being denied upon arrival at the institution.



A REMINDER: IT IS ILLEGAL TO BRING WEAPONS, AMMUNITION, TEARGAS, ALCOHOL, CONTROLLED SUBSTANCES OR NARCOTICS INTO A PENAL INSTITUTION. NO SMOKING ALLOWED.

Clothing:

The same dress code applies for family visitors as regular visitors when entering and exiting the institution. Undergarments must be gender specific.

Cosmetics and basic hygiene:

The following cosmetic items listed are limited in quantity as to what is necessary for the duration of the visit. All items must be able to be searched with a limit of (5)

A spouse shall be permitted to bring into the institution a maximum of (10) commercially sealed condoms. All unused condoms shall be retained in their sealed containers and taken out of the institution by the visiting spouse. Under no circumstances shall an inmate be permitted to possess condoms outside of the family visiting quarters.

***NO ELECTRICAL APPLIANCES AND NO AEROSOL CONTAINERS***

The following items must be factory sealed or in clear containers with clear contents (one of each) and must not contain alcohol and cannot be flammable:

1. Shampoo 2. Conditioner 3. Facial Cleanser 4. Toothpaste 5. Toothbrush 6. Bath Soap 7. Deodorant 8. Feminine hygiene 9. Lotion

All the items listed above depict those items that are authorized. Any items not listed above shall be considered unauthorized and will not be admitted into the institution.

Here is a summary of how F.V.s work at CSP-SOLANO. This info comes from our PTO member Face2Face (THANK YOU SO MUCH! :thumbsup:):

They will give your husband some papers to sign and then he will mail them to you....(a total of four pages) three will go back to the family visit coordinator and the orange one will go to the prison attention: CASHIER with the money for your food...they have to be returned 15 days prior to the visit date....

My visits have always been weekend ones so I arrive on Friday morning at 10AM and sit out front at the guard shack and wait for the coordinator to come...he will come in a white van and take your belongings and check your id and original marriage license (you have to bring the original for every fv) and then you go park your car in visiting section and walk up to the visiting check in...go through the medal detector like always and then he walks you down towards were the visiting is, in the big room. There are 4 or 5 (i think 4) apartments and they take you directly to the one you will be staying in...your husband will already be in there waiting for his lovely wife....:p

Then it's all you guys until Sunday morning at 9AM...there will be a form in there already to order your food for next time and the coordinator will call about 8AM to schedule your next family visit....during the night beginning at about 10PM they will start calling the phone what seems like to me every 2hrs until five in the morning....he will have to get up answer the phone and then walk to the door show his face and say his name and id #...

You can go outside in front of your housing area, but there is nothing out there I guess if you want to sit outside you can bring some chairs from within out...we have never sat outside...the apartments have two bedrooms a living room a kitchen and bathroom...there is a tv in the living room which is were the phone is....(what we do is put the mattress from the bedroom in the living room and chill in there) it is much nicer that way...there is a refrigerator, microwave, complete stove, dishes and utensils. You have to bring your own dish rags and dish soap. Also they dont give wash clothes so bring your own, but they do have towels. You can bring your own sheets and pillows if you like also and a blanket....you can bring movies but make sure there not rated R....as for your belongs i bring almost everything I need...i havent had any trouble so far...and lastly, the coordinator is Mr. Tigert and he is super super cool.
