Judge: Morgan violated inmate-suit decree

A federal judge ruled that Morgan County officials failed to comply with part of a consent decree that settled a lawsuit that inmates filed against them five years ago.
U.S. District Judge U.W. Clemon is giving the officials 30 days to turn over records concerning a task force that the decree required them to form to establish community corrections and keep down the jail population. Clemon issued an order Tuesday in the case against the sheriff and members of the County Commission. During a February hearing to settle a staffing dispute between Sheriff Greg Bartlett and the commission, Clemon questioned the county's attorney about progress the task force was making to establish community corrections.
