Does anyone know? Or, does his councelor just pick on? How does this work?

I don't believe the inmate has much say at all and sometimes the counseler doesn't either.My ex was recommended for a fire camp close to home by the counsler but instead got sent to a super max far,far from home! That was just my experience though,maybe others have better ones!

The inmate is suppose to have two choices, but I think it all depends what level they are and where there is a bed available...

IMO, i think they ask what 2 places they want to go to and send them really far from their choices.
