Okay my man got sentenced to some time and he is eligible for 50% time which means if he does good and doesn't get into trouble he gets out at 50% of the time given right? Or does it mean that he gets reviewed at that time and they determine if he gets out or not? If its true that he gets out at the 50% date it will be July 2007. What is the process he should go through to transfer counties before getting out and when should he start?

In order to transfer the person he's going to be living with has to be family or spouse. Most prisons will not do the transfer, just because they are not obligated to. It actually up to the parole department, but to get a jump start on it, he can make written request with his counselor, and when he signs his parole paperwork he needs to indicate that he would like to transfer his parole. You will then need to coordinate the transfer with the parole department, but you can't do this until the parole department receives the parole paperwork, usually 30 to 60 days prior to his release.
What I tell a lot of people, there really is no set rule to parole transfers. Some have been successful in transferring while they were in, and some had to wait until they got out. Most of the transfers that have been successful while still in are the ones that had someone on the outside to coordinate the transfer with the parole department, but the request has to first be made by the inmate in writing. It's better to make it in writing, so that there is a record of the request in his file.
