The Napa County Department of Corrections was started in 1975. They were the first in the state of California to become a civilian run facility, and are currently one of three in the state not affiliated with the Sheriff’s Department.
The Department must meet all the state of California guidelines outlined in Title 24, as well as Title 15. This facility has a maximum capacity of 249 inmates. They house female inmates as well as male inmates. Housing areas range from Temporary holding, Observation Cells, Work Furlough, General Population, Administration Segregation, Protective Custody, Maximum Security, a Medical Unit, and Solitary Confinement.
An outside medical provider provides for the medical, mental and dental needs of the inmates. There is a staff member from the medical unit on duty 24 hours a day.
Various types of programs are offered to the inmates while in custody. They include: Adult Education, GED, Alcoholics Anonymous, Narcotics Anonymous, Anger Management, Parenting, Bible Studies, Private Counciling, Group Discussion, Class Discussion, Independent Studies, Tutoring, Audio/Visual presentations, etc. An inmate in custody wanting to make positive changes in his/her life, will be given every opportunity to do so and will be reinforced by the staff members.

Inmates Contacting Loved Ones:
Those inmates who are without funds will be provided with at least two (2) postage paid envelopes each week to permit correspondence with family members and friends, but without limitation on the number of postage-free letters to their attorney and to the courts.
Inmates with funds will be allowed to purchase stamped envelopes allowing mailing of letters to families and others.

Mail may include:
:) Magazines, newspaper and paperback books if mailed directly from Random House Publishing, Amazon.com or Barnes and Nobel. Book size is limited to 8 1/2 x 11.
:) Greeting cards will not be larger than 8 1/2 x 11. Cards containing sound making devices are prohibited.
:) Letters.
:) Postcards.
:) Photographs. Only photographs that do not have a backing capable of concealing contraband. No Polaroid or mounted pictures will be accepted.
:) Maximum size of pictures is 5" X 7".
These items are NOT acceptable:
:( Cash or personal checks will be returned to the sender. Money warrants mailed from Federal, State, or local agencies may be signed by the inmate and placed on his/her account.
:( Mail containing potential security issues or evidence of a potential crime, will be confiscated and forwarded to the Watch Commander.
:( Nude photographs, pornography, or materials judged likely to offend a particular person or group including pictures or drawings of friends, relatives or acquaintances.

:( Excess foreign substances
***All illegal contraband will be forwarded to the Watch Commander for the appropriate action that will include but not be limited to the preparation of an incident/crime report and/or notification of the postal authorities. A copy of the report will be forwarded to the inmate unless the Watch Commander determines that such report needs to be handled confidentially.***
All mail determined to be contraband will be returned marked "Return to Sender" with a return to sender document showing the reason for the determination that the mail contains contraband.
Phone calls to and from NCDC
NCDC does not accept incoming calls for inmates. Inmates have access to phones and are allowed to make collect calls between 6:30am and 11:00pm except during periods of lockdown.
In an emergency NCDC staff may be contacted at (707)253-4401.
Inmate Phone Call Information
Telephones are provided in all the housing areas for inmate use. The inmate phones will be turned on at 6am during periods of unlock and off at 11pm. To make a call lift the receiver from the hook and listen for the prompted directions for making a telephone call. The cost of the call is processed as a collect only call, unless you purchase a prepaid calling card from the commissary. The phone call duration is 30 minutes per call before automatic disconnection and there will be a one minute warning prior to call disconnection. Repairs may take a long time; do not tamper with the telephones.
The following are several reasons the phone system may automatically disconnect your call in process:
· The recipient did not accept the call
· The number has a block on it
· No one is home – answering machine answered call – this system does not recognize answering machines
· The called party answered a call waiting signal
· The called party is using a portable phone
· An extension phone is picked up
· External caller ID boxes
· Excessive noise i.e., blowing into the handset, yelling
· Bad handset that needs to be repaired
· Bad weather i.e. electrical storms
The following are several reasons why a telephone call may be blocked:
· The jail facility has requested that a line be blocked for security reasons
· The individual/family may have requested the line be blocked
· The individual/family has a "Privacy Manager", blocking unknown, private, prison or anonymous phone numbers
· The individual/family has "Lifeline Service" blocking all collect calls
· The individual/family has delinquent phone bills

Napa County Department of Corrections is not responsible for the rates charged on the inmate telephone system and the Inmate Welfare Trust Fund does receive a portion of the revenue generated.

Inmate Money
Napa County Department of Corrections operates a canteen allowing inmates to purchase personal hygiene items and snacks. Inmates provide their own funds via family or the money that was on their person at the time of their incarceration. There are two methods to add money to an inmates account:
:idea: Mail - NCDC accepts cashiers checks or money orders from inmates that receive them via the U.S. mail. (Use mailing address listed in above post)
:idea: In Person - Money may be placed on an inmates account in person with the exact cash at the front window of NCDC. NCDC's main window is located on the "WEST ENTRANCE " on the Coombs St. side of the building.
