My friend is convicted for selling meth, and has been down 5years he has 30mths left and applied for RDAP he also has a long history of drugs in his psi and also has no violent history but now he got his aplication back and has been denied for not having any drug activity in the 12mths prior to his arrest. Is this right? what can he do?

Im assuming he is in Federal ?
