I'm trying to find out information about this paticular program .. Does anyone know anything about it?

I have tried the internet and not much on it .. looking for maybe someone who can tell me a lil more detail then what the internet has to offer about it .. I know there is one in TX .. anyone know of any others? and what exactly they are about .. how they work .. the success rate .. blah blah blah LOL
