View Full Version : Parole County Transfer for Administrative Placement

I was wondering if anyone here knows anything about the process to follow to request a transfer of county for parolees that are on administrative placement. My husband is currently serving 1 yr for parole violation and gets out on May 10, but he is set to go back to Tulare county where his parole was initially set. We were just married about a month ago. I currently live in San Joaquin county, but he is not allowed to come here becuase of the victim conditions of his parole. However, we would like to get him transferred to Stanislaus county where I would be able to commute and keep my job. He also has a relative who is a business owner willing to give him employment in Stanislaus county. I contacted his former parole agent and was told that him transferring counties would be very unlikely because he is administrative placement and high control and would likely remain that way for at least a year. Meaning that he would have to stay in Tulare county for a year. The agent also said that a transfer of this type is possible, but very slim and has to come from a higher level.

Can anyone help me with this situation? I dont know where to begin to contact people to get the ball rolling and I have very little time left. My husband wants very desperately to rebuild his life with the supportive aid of family and has a plan in place to do so. And I certainly dont want my husband living in Tulare County...no offense to people that live there..but there are very limited resources in that county. Please..any help or advice would be greatly appreciated!

I think, but i'm not sure but i think you have to get the county he wants to transfer into to accept him! If that county says ok and so does his po in tulare they should let him transfer. I THINK!!!!!!!!!! Good luck!!!!

There is a sticky in this forum that give complete step-by-step instructions on requesting an out-of-county transfer. Because of the special circumstances surrounding your husbands parole, you might want to write a letter to the Parole Headquarters for both counties and cc the counselor, and the PA II for each parole office.

I have been in contact with Parole Agent ......... in Tulare County and he has informed me that due to the circumstances surrounding my husbands parole conditions that it is very unlikely because he is administrative placement and high control; and that any approvals would have to be made through Administration.

I strongly believe that a transfer to Stanilaus County where he will have strong family support, will greatly improve his chances of completing a successful parole. I am committed to assisting my husband transition back into the community to become a productive citizen by providing a stable living enviornment, and support with the conditions of his parole. But most importantly, if granted the transfer he will have immediate employment as a ......... with XYZ Company, 123 Main Street, Stanilaus, (XXX) XXX-XXXX.

I currently live in San Joaquin County, but he is not allowed to come here because of the victim conditions of his parole. However, we would like to get him transferred to Stanislaus

If the transfer is approved, we will reside with his relative, .............. 123 Cherry Lane, City, 99999 until I secure our own residence. [You're going to have to use the relative's address, because if you're not already living there and have an address they won't even consider a transfer]

Your assistance is greatly needed in approving a transfer, so that Mr ............ will be able to receive family support in a stable living enviornment and immediate employment, which he desparately needs in order to have a successful parole.

Thanks sooo much for the sample letter and information that you provided. It is proving to be very helpful, hopefully I will have my husband home with me very soon...he's only got 15 days left before paroling...but with any luck he'll get his transfer approved shortly after release, so we wont have to be separated very long.

Kessler.... that is so great. Congratulations! Have you heard back from anyone, and if so what was their response? Keep us posted and let us know the outcome of the transfer. I just want to give you a little bit of an insperational story:

My husband was in a similar situation, but he was on parole in Lake County, we lived in Napa County. The only one my husband knew in Lake county was his childs mother. He was destin to fail if he paroled there again. He always got out, reported to parole once, asked for a transfer, they said no, so he would obscound until they got him....this went on for 3.5 years. He always told me there was no way in He!! he could get a transfer. I don't give up easy though... so I insisted he try. He said we would have a better chance if we were married. We intially talked to parole in Napa, thinking we could get a head start on making a good impression. The supervisor we talked to was offended that we went over my husbands parole agents head and insisted if he saw my husbands transfer come across his desk he would deny it.

Well we put together a big packet; Including a letter from my moms boyfriend who said he would give my husband a job if he was transfered, a letter from a local drug and alcohol treatment facility saying my husband could begin attending classes as soon as the transfer went through, and a letter from a local recovery house saying my husband and I had a bed there when and if the transfer went through. Also my husband included a letter.

Basically we put this package together that parole could not refuse. How could they deny my husband a chance at a normal life. We obviously had put a lot of thought in to this and had a solid plan for success. My husband did exactly what he said he would, and has not been to prison since (that was 2000), after being in and out since 1989. Family support makes all the difference.
