Richard J. Donovan Correctional Facility - Mission Statement
The primary mission of the R. J. Donovan Correctional Facility is to provide housing and supervision for inmates classified as high-medium custody. Designed as a training and work-oriented facility, RJD provides comprehensive vocational, academic and industrial programs.
Institution Details and Programs
In April 1989, the institution activated its reception center program for incoming felons from local counties. The reception center completes diagnostic, medical and classification processes to determine initial institutional placement.
The Institution Hearing Program (IHP) at R. J. Donovan is designed to prepare inmates who are illegal immigrants for release to USINS custody and the return to their native lands.
Voluntary participants in the Amity program are provided intensive substance abuse treatment in the institution and support from other participants while on parole. Involuntary participants in the HOPE (Helping Our Peers Evolve) Through Recovery program are provided intensive substance abuse treatment in the institution.
CROP (Convicts Reaching Out to People) is a program for juveniles. Inmates participate in a hands-on, face-to-face approach with juveniles teaching and telling them about the downfalls of prison and the negative life of crime.
Religious services are provided for inmates of all denominations. This includes Catholic, Protestant, Muslim and Jewish services involving approximately 600 volunteers who are involved with Kairos, Life in the Spirit seminars, Ramadan, and High Holy Days.

R. J. Donovan was opened July 1987, and covers 780 acres. As of Fiscal Year 2002/2003, the following statistics apply:

Ladies,
Come on I know there are plenty of you that visit loved ones there. Please help out with this so I have all the correct information listed.

Do any of you stay at these hotels?

What resturants do you eat at?

What is the best way to get to the prison coming from the North / South there?

Hi,

Well it's been a while since I visited RJ Donovan, since 2000! But I live in San Diego so I'm pretty familiar with the area.

If your driving South either on the 5 or 805, you have to take the 905 freeway EAST. That will take to Otay in that is where the prison is. Once you get on the 905 east freeway, you just keep going straight. Then you will get to Otay Mesa RD. And you trun left, Otay Mesa Rd. becomes Alta Road, once you reach Otay Mesa Rd. you are about 2 miles away from the prison. Those are the best directions that I have, you have to follow the same directions even if you're going North.

As for staying near by, well I would just say to go to San Ysidro and stay at the Motel 6, I don't have the number for it sorry. But it's one of the cheapest ones in that area. I have never had to stay in a hotel since I live here but I have heard from other people that the hotels around the prison are pretty steap in price, but that was also a long time ago.

From the prison to San Ysidro you use the same directions to get to the prison but instead you go backwards! LOL and you take the 905 again and you will see plenty of exits to San Ysidro and there are a bunch of hotels near there. And San Ysidro is only about 15 minutes away (if that) so you won't have to go too much out of your way.

Well I hope that this helps...

Rebeca

After you talke the 905, continue East past Brown Field (airport). About 2 miles after that is Otay Mesa Road (you'll see a green road sign indicating that the state prison (Donovan) & county jails are at that intersection. You'll turn left onto Otay Mesa Rd & follow it to the stop sign (Alta Rd.). Make the left & it'll be up not even a mile - you'll turn left into the prison grounds.

Most of those hotels listed aren't close to the prison. The majority of them are towards downtown/the beach & about a 45 minute drive (depending on how fast you drive!). Chula Vista/National City are closer (not as close as San Ysidro, as mentioned above). I've stayed in a couple places in Chula Vista (La Quinta Inn off E. St & the 805, a couple random places off E St. & the 5) & it's pretty safe. National City can get a little sketchy, but there are some good eats there (El Juan's on Highland, Napoleon's on National City Blvd.). Stayed in the Holiday Inn (?) off 8th, I believe & the rooms were nice.

Hi,

Thanks for adding that, I knew I was missing a few things, it's been a long time since I've been to Donovan, so once again thanks for fixing up the directions!

Regarding lodging while visiting ..... you may try nearby Chula Vista for Motels. It is a lot closer than anything in San Diego and probably safer than San Ysidro.

You should add visiting/pick up info too...

You have to line up on Otay Mesa Rd at the stop sign until a guard comes out and gets you.

You can pick up at the gate. You give your name and the inmates name at the guard station. The guard verifies that your loved one is being released and has you wait on the side for the van. When the van comes out, they will release your loved one at the gate.

As for what is around there, not much. There are a couple of gas stations along the 905, but other than that, you have to go back to the 805 or 5 for anything else. The 805 has a shopping center on the east side of the freeway about 1 or 2 exits north of the 905.

Donovan is very close to the Mexican border, if you miss Otay Mesa Rd, you only have one other area to turn around at before you get to the border, so be careful!
