Prisoners may correspond with anyone unless such correspondence jeopardizes the safety of a person, a prisoner's rehabilitation, or the security of the institution. Therefore, prisoners may not correspond with their victims, persons they are court ordered not to contact, and people under the age of 16 to whom they are not related.

Prisoners may receive through the mail correspondence, photos, magazines, paper back books, newspapers, money orders, cashier's checks, and certified checks for $500 or less. No other items may be received by prisoners without pre approval from the Superintendent. If family and friends send in items other than those detailed above, the prisoner is required to disburse them at his or her expense.

All mail, unless it is considered "Privileged Mail" will be opened outside the presence of the prisoner and inspected for contraband. If it appears to contain information that is prohibited, it will be read for content and the prisoner will be provided written notification that the mail was read unless notice would hamper an investigation of criminal activity referred to in the communication.

Mail to prisoners should be addressed as follows for the East Building:

Prisoners may NOT receive postage stamps through the mail.

PROHIBITED MAIL

Prohibited Mail is any mail that:

Contains plans or threats of physical harm or other criminal activity;

Contains contraband, plans for sending contraband into or out of the institution, or indicates other activities prohibited under 22 AAC 05.400, Prohibited Conduct For Prisoners;

Is written in a code that the reader cannot understand;

Solicits gifts, money, credit, or contractual purchases without the approval of the Superintendent or designee;

Contains information that, if communicated, would create a risk of mental or physical harm to a person;

Contains material that could reasonably be expected to aid an escape, or incite or encourage any form of violence; or

Contains audio or video tapes.

CONTRABAND

Mailed contraband includes: any item not available through regular facility channels, anything of a criminal nature, I.E., drugs, or items that could be used in an escape attempt, any mail with decorative stickers on, or in the envelope, musical cards etc., personal checks, any item which may be obtained through the commissary, powder or liquid (including but not limited to glue), any package which does not have the prior approval of the property officer, envelopes with pre-affixed postage not part of the envelope, I.E. of the type issued by the U.S. Postal Service. Items containing contraband will be returned to the sender with notification to the prisoner and the sender.

Property


Property disbursements will be processed Monday through Friday; 8:00am to 4:30pm.

Inmates must submit the property disbursement request in advance and obtain approval prior to pickup.

The Receptionists receive the property disbursement 48 to 72 hours after the inmate has submitted their disbursement to a Correctional Officer.

Gifts/Money


Monetary gifts are received in the Community Programs Office in the East-building lobby, Monday through Friday, 9:00am to 11:00am, excluding holidays.

Monetary gifts will only be accepted if you are an immediate family member, if you have previously visited with the inmate or if you have previously deposited to the inmates account.

Personal checks will not be accepted. All money orders and acceptable checks will have a five-day hold placed on them. (Acceptable checks are State, Federal and Native Corporation checks).

Please note all money orders and acceptable checks will need to be mailed and will not be accepted by the Receptionists.

Exception: Cash that will be used for bail purposes may be left at any time.
